The Emerging Contractors Program is designed to identify HUB Certified firms for construction services who are ready, willing and able to bid and win contracts through Governor McCrory’s Repair and Renovation Initiative and the Connect NC Bond Projects. Through the Emerging Contractors Program, firms will be invited to bid on informal projects.

What We Do

The North Carolina Office for Historically Underutilized Businesses was established on April 20, 1999 through the signing of Executive Order 150. The mission of this office is to promote the economic opportunities for historically underutilized businesses in State Government contracting and procurement that will foster their growth and profitability.
