Brunswick County is requesting proposals from qualified professional engineering firms for the services associated with the design of the conversion from the existing mechanical aeration system to a jet aerations system within oxidation ditches at the West Brunswick WRF.

For consideration, five (5) copies of the response to this request for proposal must be submitted to the County by three o’clock p.m. (3:00 p.m.) on Thursday March 21, 2019. Submittals should be contained within an envelope or package and plainly labeled:

Proposal sections shall be divided by tabs that indicate the title of each section. At a minimum, the proposal should include the following information:

1. Qualifications of the employees who will be assigned to the project. The project manager and other key team members should be clearly identified. If subcontractors are to be used for any portion of the work, they should be identified and their qualifications included.

2. Experience on similar projects. The proposal should include a description and contact person for projects that were similar in size and scope as this project. 

3. A project schedule for design through completion of construction including key milestones should be included. The project schedule should start from the Notice to Proceed and include, at minimum, one-week intervals for County staff reviews. A project schedule will be included in the contract for this work. 

4. A brief description of the project approach to be used by the firm should be included.

5. A brief discussion of the firm’s ability to meet the budget constraints on the project should be included. This includes an estimate of man-hours required to complete the various components of the project. Each task shall be subtotaled in addition to project totals. 

Brunswick County reserves the right to select the firm that best meets its needs and negotiate a final Scope of Work that reflects the work to be done. All firms submitting a proposal will receive notification once the contract has been awarded.

A more detailed description of the work to be performed is contained in the attached Scope of Work. In general, the selected consultant will be expected to provide the surveying services, design services, preparation of plans and specifications, limited construction administration, and limited construction inspection. This work shall include preparation of all required permit applications including NC DEQ Construction Permit, NC DEQ Stormwater Permit, CAMA, and NC DEQ Sedimentation and Erosion Control if applicable. The County will negotiate and refine a final Scope of Work with the selected consultant. The consultant’s final contract shall be based on a lump sum amount, inclusive of permit application fees and other expenses (printing, mileage, per diem, etc.). No additional compensation shall be made for reimbursable items.

The County reserves the right to reject all proposals and not enter into any contracts.

Scope of Work
Engineering Services to Convert Existing Mechanical Aeration to Jet Aerations Systems for Oxidation Ditches at West Brunswick WRF

1. MEET WITH COUNTY STAFF

The selected consultant should meet with Brunswick County Public Utilities staff. The consultant should familiarize themselves with the existing plant layout and plant operations. The NC DWR staff shall also be consulted to determine any issues that they determine need to be addressed in the design process.

2. PRELIMINARY DESIGN

a) Prepare preliminary design phase documents consisting of the final design criteria, preliminary drawings, and outline specifications for the project.
b) Improvements shall include the conversion of two (2) of the four (4) existing oxidation ditches from mechanical aeriation to a jet aeration mixing system.
c) Prepare an opinion of probable construction cost.
d) Develop a construction schedule that will minimize the impact of the construction on existing plant operations. County staff will review the schedule for potential operational issues.
e) Furnish two review copies of the preliminary design phase documents and any other deliverables to the owner for review.

3. FINALIZE DESIGN AND PREPARE PLANS AND SPECIFICATIONS

a) After the approval of the preliminary design documents, revised opinion of probable construction cost by the County staff, the consultant will finalize the design. The consultant will develop plans and specifications for the project that conform to Brunswick County Standards and NC DEQ-DWR minimum design standards. 
b) The County and consultant shall determine the approach that will secure the best bids and meet the project deadlines.

4. PERMITTING

a) Consultant shall provide all technical criteria, written descriptions and design data for use in filing applications for permits from or approvals of governmental authorities having jurisdiction to review or approve the final design of the project; assist owner in consultations with such authorities; and revise the drawings and specifications in response to directives from such authorities.
b) Submit permit applications to governmental authorities and act as the agent of the owner. The consultant shall pay for all associated permitting fees.

5. BIDDING 

a) The consultant shall pre-qualify all contractors using State Construction Office pre-qualification methods or other procedures approved by the owner. Pre-qualification shall include a pre-qualification request, public advertisement, receipt of pre-qualification packages, evaluations, recommendation to owner, validation of recommendations, and attendance at any review hearings. 
b) The consultant shall conduct a pre-bid meeting, respond to contractor questions, evaluate substitutions, prepare and distribute addenda and clarifications, attend bid opening, review bids, provide certified bid tabulation, assist with bid protests, and make recommendation of award.
c) Prepare conformed construction drawings and specifications for construction phase that reflect any changes made during the bidding process.

6. CONSTRUCTION SERVICES

a) Consultant shall provide sufficient project inspection and shall consult with the County Inspector sufficiently for the consultant to provide all necessary certifications at the close of the project. Consultant shall evaluate all test reports, review construction observation reports, ensure compliance to the contract documents, prepare conformed documents, conduct a pre-construction meeting, conduct monthly progress meetings, inspect the project no less than once per week and document inspection findings
b) Consultant shall review shop drawings and contract required submittals, review schedules, review Requests for Information, issue clarifications and interpretations of the contract documents, prepare change orders and work change directives, develop punch lists, review maintenance and operating instructions, review schedules, guarantees, and bonds, conduct final walk-throughs, and prepare record 

HUB certified vendors are encouraged to submit a bid for this project.
