Walter B. Jones (WBJ) is one of three state operated North Carolina Alcohol and Drug Abuse Treatment Centers specifically designed to provide inpatient treatment, psychiatric stabilization and medical detoxification for individuals with substance use and other co-occurring mental health diagnoses to prepare for ongoing community-based treatment and recovery.  Located in Greenville, North Carolina, Walter B. Jones provides services to the most eastern North Carolina counties. 
The purpose of this IFB is to acquire the services of an experienced, qualified Laboratory to provide outpatient laboratory services for the WBJ Center Opioid Treatment Program (OTP).  The Laboratory shall provide complete and efficient lab services for up to 200 patients from within Eastern North Carolina. 
Bids shall be submitted in accordance with the terms and conditions of this IFB and any addenda issued hereto. NC DHHS / DSOHF has authorized the Walter B. Jones Center in Greenville, North Carolina to operate and provide outpatient treatment services through the Walter B. Jones Center Opioid Treatment Program. The mission of the Walter B. Jones Center is “to provide inpatient treatment, psychiatric stabilization and medical detoxification for individuals with mental health, substance use and other co-occurring psychiatric diagnosis for ongoing communitybased treatment and recovery”. The Center is accredited by The Joint Commission as a Behavioral Health Facility and certified by SAMHSA/CSAT, The Joint Commission and the NC Opioid Treatment Authority as an Inpatient Opioid Treatment Center. 
The Walter B. Jones Center (WBJ) does not have the employees or equipment necessary to perform urinalysis and toxicology screening as ordered by attending physicians working in WBJ Center’s Outpatient Opioid Treatment Programs (WBJ Center Outpatient OTP). WBJ Center is negotiating this Agreement in order to acquire the necessary lab services from a lab vendor that provides services in eastern NC. The primary objective of this Agreement is to provide outpatient laboroatory services for timely lab testing for WBJ's outpatient services population. Specimens for urinalysis and toxicology screening must be accepted for testing every day, each Monday through Friday. WBJ Center Outpatient OTP is a new line of services and projections are that the outpatient program will provide services for up to 200 patients.
