Sealed proposals will be received by the North Carolina Department of Public Safety in Raleigh NC, in the office of NCDPS Central Engineering, Door # 1, 2020 Yonkers Road, Raleigh, NC (hand delivered); 4216 Mail Service Center, Raleigh, NC 27699-4216 (mailing address) up to 3:00 pm January 23, 2020 and immediately thereafter publicly opened and read for the furnishing of labor, material and equipment entering into the construction of:

Install New Roof Drain

Scope of work includes:
Base Bid: Install two roof drains on roof of boiler building at Enterprise Craggy Laundry. Provide roof drain leader to storm drain system. Clean and paint existing soffit and fascia. Replace approximately 10% soffit and fascia.

Alternate: (In lieu of roof drains, leader, and paint fascia/soffit), remove and replace roofing, insulation, and ballast, overhang fascia, metal flashing, and soffit; provide new sloped insulation and roofing system with new gutters on all sides of building, with downspouts. Omit underground connection to storm drain system. Any scope of work-related questions, clarifications, or assumptions made that would change the drawings or specifications shall be submitted during the bid package review period. Responses to pre-bid scope of workrelated questions, clarifications, or assumptions will be issued in an addendum so that all bidders have an opportunity to review.

Bids will be received for a single prime contract. All proposals shall be lump sum.

It is strongly recommended that items arriving by US Mail, Fedex, UPS, or other delivery method (not hand delivered) arrive the day before, January 22, 2020, before 2pm due to allow for internal delivery of packages.

Pre-Bid Meeting
A mandatory pre-bid meeting will be held for all interested bidders at the project site, Craggy Laundry Boiler Building, 1405 Riverside Drive, Asheville, NC 28804, January 9, 2020, at 3pm. The meeting will address project specific questions, issues, bidding procedures and bid forms. Failure to attend the Pre-Bid Conference will disqualify your company from bidding. Any bidder that wishes to have representation present at the pre-bid must complete and submit a security clearance form and obtain proper clearance to enter the prison. A clearance form will be required for any representative present at the conference and will need to be submitted a min of 7 days prior to the conference date. All forms will be submitted directly to the contacts listed below and the email must reference the bid date, project name, and the facility location. Failure to provide the required documents and obtain proper clearance will result in denial of entry to the facility.

NCDPS requires that, for construction contracts with a value of $5000 or greater, the contractor shall comply with the document Guidelines for Recruitment and Selection of Minority Businesses for Participation in State Construction Contracts including Identification of Minority Business Participation, Affidavits A, B, C, and D, and Appendix E. These forms provided herein are hereby incorporated and made a part of this contract. A bidder’s failing to comply with this requirement will be considered non-responsive and will result in bid rejection.

The NCDPS imposed contract threshold of $5000 for HUB recruitment supersedes any reference to a higher threshold that may be noted in the bid documents, within referenced documents, or within any regulatory requirement.

Provide one of the following upon Contract Award: Affidavit C - Percentage of HUB Participation OR Affidavit D – Good Faith Efforts>

All contractors are hereby notified that they must have proper license as required under the state laws governing their respective trades.

General contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina, will be observed in receiving and awarding general contracts. General contractors submitting bids on this project must have license classification for Building Contractor (set forth the license classification required by the NC General Contractors Licensing Board under G.S. 87-1)

NOTE--SINGLE PRIME CONTRACTS: Under GS 87-1, a contractor that superintends or manages construction of any building, highway, public utility, grading, structure or improvement shall be deemed a “general contractor” and shall be so licensed. Therefore, a single prime project that involves other trades will require the single prime contractor to hold a proper General Contractors license. EXCEPT: On public buildings being bid single prime, where the total value of the general construction does not exceed 25% of the total construction value, contractors under GS87- Arts 2 and 4 (Plumbing, Mechanical & Electrical) may bid and contract directly with the Owner as the SINGLE PRIME CONTRACTOR and may subcontract to other properly licensed trades. GS87-1.1- Rules .0210

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 30 days.

The owner reserves the right to reject any or all bids and to waive informalities.
