DIESEL EXHAUST SYSTEM – TOWN OF SWANSBORO FIRE DEPARTMENT

Bids Due: All Bids are due on FEBRUARY 3, 2020 by 2:00 p.m. for the purchase of a DIESEL EXHAUST SYSTEM to be installed at the Town of Swansboro Fire Station. Interested bidders must sign and complete the Request for Bids and either email it to astewart@ci.swansboro.nc.us or deliver to Angela Stewart at the Finance Division at Swansboro Town Hall located at 601 W. Corbett Ave., Swansboro, NC 28584.

Qualifications: The successful bidder must be properly licensed to do business in the State of North Carolina. Must not be listed as a Debarred Vendor with the State of North Carolina or the Federal Government. If not currently a Vendor with the Town of Swansboro, the successful bidder will be required to submit a Vendor application and W-9 upon Notice of Award.

Funding: This project is funded through the Department of Homeland Security Federal Emergency Management Agency (FEMA) FY2018 Assistance to Firefighters Grant (AFG) Program. All bidders must agree to the requirements of this Grant. Refer to complete RFB for details.

FEDERAL CONTRACT PROVISIONS: The following federal provisions apply pursuant to 2 C.F.R. § 200.326 and 2 C.F.R. Part 200, Appendix II (as applicable):

Equal Employment Opportunity (41 C.F.R. Part 60); Davis-Bacon Act (40 U.S.C. 3141-3148); Copeland “Anti-Kickback” Act (40 U.S.C. 3145); Contract Work Hours and Safety Standards Act (40 U.S.C. 3701-3708); Clean Air Act (42 U.S.C. 7401-7671q.) and the Federal Water Pollution Control Act (33 U.S.C. 1251-1387); Debarment and Suspension (Executive Orders 12549 and 12689); Byrd Anti-Lobbying Amendment (31 U.S.C. 1352); Procurement of Recovered Materials (2 C.F.R. § 200.322); and Record Retention Requirements (2 CFR § 200.324); additional FEMA Contract Provisions as allowed by the Uniform Guidance Rules; and Agreement Articles required by the Assistance to Firefighters Grant, all as defined in Exhibit A - Proposer/Vendor Certification Forms, which must be submitted with Bid Proposal.

E-VERIFY COMPLIANCE PROVISION: North Carolina General Statute §143-133.3 prohibits the Town from entering into contracts with contractors and subcontractors who have not complied with the requirement of Article 2 of Chapter 64 of the North Carolina General Statutes. Contactor shall comply with the requirements of Article 2 of Chapter 64 of the North Carolina General Statutes. Further, if contractor utilizes a subcontractor, contractor shall require the subcontractor to comply with the requirements of Article 2 of Chapter 64 of the North Carolina General Statutes.

Inspection: All materials/supplies shall be the subject of inspection by the Project Manager at time of delivery.

RIGHT TO TERMINATE CONTRACT: If in the judgment of the Owner, the Contractor is not capable of performing the desired work in accordance with the Contract documents either because of financial reasons, failure to supply necessary skilled workmen, unsatisfactory tools or equipment, inadequate supervision, or revocation of the Contractor's license, the Owner shall have the right to cancel or terminate under this Contract by giving the Contractor seven (7) days written notice.

CONTROLLING LAW: Any agreement, contract, or purchase order resulting from this invitation, request for bid, quote, or request for proposal shall be governed by the laws of the State of North Carolina.

SCOPE OF WORK:

DIESEL EXHAUST SYSTEM TO BE INSTALLED AT SWANSBORO FIRE STATION #1

Line # DESCRIPTION
1. Three (3) Sliding Balancer Tracks with 5-inch upper hoses, 5-inch Safety Disconnect Handles, 5-inch lower hoses, and 5-inch Magnetic Grabber Assemblies with Conical Adapters for Fire Apparatus (back-in type)
2. Two (2) Simple Drops with 5-inch upper hoses, 5-inch Safety Disconnect Handles, 4-inch lower hoses, and 4-Inch Magnetic Grabber Assemblies with Conical Adapters for the remaining two (2) Fire Apparatus at rear of station (simple drop type) (Note: The simple drop system is designed to release within 3-5 feet from departure of apparatus)
3. All necessary ductwork for all five (5) drops
4. One (1) 1 Phase spark resistant motor blower sized for five (5) drops
5. One (1) UL listed control panel sized for five (5) drops
6. All pressure sensors for auto fan activation, and five (5) tailpipe modifications
7. All labor, installation, permitting, electrical wiring, freight, and rental equipment
8. All installation material and hardware
9. 48 Hour response time on all warranty and service
10. Two periodic tune-ups per year (during the five-year warranty period)
Delivery and coordination of installation to Town of Swansboro Fire Department, Swansboro, NC 28584 within 30 days of Notice to Proceed.
