Scope of Work

The purpose of this solicitation is to seek bids from qualified vendors to Furnish, Deliver, and Install Exterior NCWorks Career Center Signs for the NC Department of Commerce – NCWorks Career Centers located across the state of North Carolina, per the stated bid specifications described herein. 
The Division of Workforce Solutions (DWS) within the NC Department of Commerce administers a wide variety of federally funded workforce programs for the state of North Carolina, and as such, provides oversight and support for the system of NCWorks Career Centers located across the state.  At the local level, twenty-three (23) Workforce Development Boards (WDB) manage these centers.  An estimated 80 centers are involved in this project. 
NCWorks Career Centers form part of the American Job Center network, as established under the Workforce Investment Act of 1998 and reauthorized under the Workforce Innovation and Opportunity Act of 2014.  These locations are also known as “one-stop centers.”  The United States Department of Labor has established a rule that “each one-stop delivery system must include the ‘American Job Center’ identifier or a ‘proud partner of the American Job Center network’ on all products, programs, activities, services, electronic resources, facilities, and related property and new materials used in the one-stop delivery system” (20 CFR § 678.900(c)). 
Accordingly, the goals of this project include simultaneously bringing exterior signage into compliance with this rule, while incorporating new branding that will bring greater awareness to NCWorks services.  DWS has recently adopted a new NCWorks logo, which will be included on new signage, along with the words “CAREER CENTER” and “A proud partner of the American Job Center network.”  Signs at all Career Centers will be as similar in appearance as possible, while allowing for particular differences that are necessitated by limitations in the various buildings and environments.  
Final completion of this sign project, which shall include removal, disposal, design, printing, delivering and installation of all signs and associated work as specified in this bid, shall be within six (6) months from the date that the bid is awarded. The total number of signs involved is estimated at 156 signs (provided, however, that the state has been divided into three geographic divisions for this purpose, as described in section 5.0). The term “estimated” is used to advise vendors that a number of factors could cause the numbers of centers and/or signs to change. An example of such a factor is that the local WDB may elect to open, close or move one or more career centers from time to time.

Urged and Cautioned Site Visits  
Date:  February 3, 2020 – February 20, 2020 Contact:  Contact Regional Operations Directors (ROD) Exhibit 1 
 Vendors can visit Career Center sites anytime on their own; however, they must schedule a time with the ROD that is assigned to that office, or his/her designee, if they prefer to meet with a DWS representative. 
 Instructions:  Vendor representatives are URGED and CAUTIONED to attend these events and apprise themselves of the conditions and requirements that will affect the performance of the work called for by this Invitation for Bid.  A non-mandatory site visit is scheduled at all 80 locations across the State from February 3, 2020 through February 20, 2020 allowing Vendors to visit each office (including weekends) and measure each exterior sign. Submission of a bid shall constitute conclusive evidence of Vendor’s understanding of the purpose and significance of this event, and no allowance will be made for unreported conditions that a prudent Vendor would recognize as affecting the performance of the work called for in this bid.  This conference is the only occasion on which this information shall be made available. 
Vendor is cautioned that any information released to attendees during the site visit, other than that involving the physical aspects of the facility referenced above, and which conflicts with, supersedes, or adds to requirements in this Invitation for Bid, must be confirmed by written addendum before it can be considered as a part of this bid.  

HUB certified vendors/contractors are encourage to submit a bid for this project.
