Scope of Work

On September 6, 2019, five hanger buildings at the Michael J Smith Airport (180 Airport Road Beaufort, NC, 28516) received structural damage during Hurricane Doarian. The buildings are located on the southeast corner of the site. The hanger buildings A, T4, T3, T2, and T1 vary in lengths between 123 feet to 322 feet (east - west) and widths of approximately 35 feet. There is a total of 28 hangars within the five buildings all of which received substantial structural damage.

Carteret County Government (herein referred to as, “The County”) has issued a Request for Qualifications (RFQ) from qualified design firms (herein referred to as “A/E”) interested in contracting with the County to provide desired services as outlined in this RFQ.

The County has identified the following objectives:

Phase 1 – Design, while in compliance with current codes and standards, five hanger buildings with the same footprint as existing including cost estimates.

Phase 2 – Bidding, Negotiation and Construction Administration services.

The County is seeking firms with specific expertise in the design of similar scope projects. All proposed project designs will be reviewed and authorized by an evaluation panel consisting of individuals selected by the County and shall be subject to all applicable governmental reviews and design standard approvals.

Design with Cost Estimates
Develop architectural design documents and conceptual options/alternatives. The A/E shall prepare drawings and documents that depict alternative concepts which satisfy the overall scope of work.
1. Present to the County panel, the preliminary as well as final plans and cost estimates.
2. Incorporate the County’s request and prepare development documents consisting of drawings and other documents to replace structures. Describe the size and character of the project, as to the architectural, structural, electrical, civil and mechanical systems. These documents shall also include information on materials and other such elements as may be appropriate and meet current building code regulations.
3. If approved for construction, prepare construction/bidding documents and assist the County in responsibilities for filing documents required for the approval of governmental authorities having jurisdiction over the project.

Initial services are limited to design with cost estimates, however it may be necessary for additional services if the County authorizes proceeding with construction. These additional services shall include, but not limited to, the following:

Bidding and Negotiation
1. Prepare advertisement of bids.
2. Review and analyze bids, answer questions formally.
3. Prepare a formal recommendation to the County panel.
4. Conduct pre-construction conference.
5. Develop milestones.
6. Construction Administration.
7. As necessary, administer documentation such as architectural drawings, change orders and any other pertinent construction documentation relevant to the project.
8. Conduct monthly construction meetings.
9. Conduct inspections as needed or required.
10. Review and recommend approval of contractor applications for payment.
11. Conduct and complete final inspections and close-out documents.

Proposal Evaluation/Selection Process/Agreement Award
Proposals will be reviewed by the County panel.
Responding A/E(s) will bear all cost of this RFQ and interviews, if any.

Proposals will be reviewed using the following criteria, including, but not limited to, the following:
1. Responsiveness and completeness of the proposal to the information requested, objectives and any other relevant documentation as outlined in the RFQ.
2. Proposed cost.
3. Prior experience, qualifications, references, past performance of A/E(s).
4. Expertise with this type of construction.
5. A/E(s) technological capabilities.
At the County’s discretion, it may directly negotiated with the best qualified A/E.

Please provide the following within a company letterhead:
1. Resources available through your firm, as well as other relevant partners and affiliations.
2. Prior experience working on Airport hangers and familiarity with the specialized needs of such buildings.
3. Resumes of key personnel of this assignment.
4. Four (4) references for whom you have preformed services in the last two (2) years.
5. Hourly rate schedule for staff.
6. Name and title of “Lead” consultant.
7. What your firm would do to meet the particular need, including proposed timeline to achieve task (list incremental steps and completion dates) with milestones of deliverables from the consultant.
8. What, if any, expectations you would have of the County panel.

The County may also consider alternative proposals to provide A/E services if there is an opportunity for substantial savings, without affecting the project quality or timeline. The County also reserves certain rights, including, but not limited to, the following:
1. Reject any or all of the proposals.
2. Issue subsequent Requests for Qualifications.
3. Remedy technical errors in the Request for Qualifications process.
4. Seek assistance of outside technical experts.
5. Approve or disapprove the use of certain subcontractors or suppliers.
6. Negotiate with any, all, or none of the A/E(s).

Upon the completion of the selection process, the County shall notify all A/E(s) of the selection and the winning A/E shall enter into a County Contract which shall include all information regarding this RFQ. The A/E(s) proposal shall stand firm for a minimum of 6 months and/or till the project is awarded.
