David Elliott Deputy Secretary of Advocacy, Diversity, Equity & Inclusion

As the Deputy Secretary of Advocacy, Diversity, Equity and Inclusion David Elliott oversees all operations as it relates to the NC Department of Administration’s advocacy divisions including the Commission of Indian Affairs, Council for Women and Youth Involvement, Office for Historically Underutilized Businesses and Division of Non-Public Education. He also provides strategic direction and leadership across DOA regarding diversity, equity and inclusion for the agency’s internal and external policies and procedures.  

Prior to joining DOA, he served as the Deputy Chief of Staff for the NC Department of Justice (NC DOJ). In addition to his management duties, he worked closely with NC DOJ’s Diversity and Inclusion Committee.  His advocacy work included teaching classes for the North Carolina Victim Assistance Network and participation in programs for Crime Victims’ Rights Week.

Elliott began his career at NC DOJ in 1997 as an Assistant Attorney General in the Consumer Protection Division. In 2007, he was selected to lead the Victim and Citizen Services Section.  In that role, he advocated for crime victims while on the Governor Crime Commission.  He also served on the NC Coalition Against Sexual Assault, the NC Domestic Violence Commission, the Human Trafficking Commission, and North Carolina Victim Assistance Network.

Elliott is a graduate of UNC-Chapel Hill and Duke University School of Law.
