ADVERTISEMENT FOR BIDS – CDBG-I PROJECT

Separate sealed bids will be received by Town of Bakersville, on Wednesday, October 10, 2018 until 2:00, PM, EST for construction of Bakersville 2016 Water System Improvements, at which time they will be publicly opened and read aloud at Town Hall, 26 South Mitchell Avenue, Bakersville, NC 28705.

A mandatory pre-bid meeting will be conducted on Wednesday, September 26, 2018 at 2:00 PM located at Town Hall, 26 South Mitchell Avenue, Bakersville, NC 28705.

The project involves system wide improvements to the Town’s existing water supply and distribution systemvand consists of three (3) divisions of work with the following general scope:

Division 1 – New Water Supply Well Development: The development of a new groundwater supply well and rehabilitation of an existing groundwater supply well that has been abandoned due to dimensioned yield. The new groundwater supply well has been drilled and evaluated and was determined to be suitable of use as a public water supply source. The wwell was secured and work under this contract is to complete its development by installing the pump and piping, constructing an enclosure, providing electrical mechanical equipment and other appurtenances, and connecting to the existing distribution system via approximately 1,350 LF of 6-inch watermain.

Division 2 – Watermain Replacement and Improvements: Replacement of existing deteriorated water lines, with new 2-inch and 6-inch diameter water lines, where specified on the Drawings, abandonment of existing watermain sections which are being replaced, and installation of new service taps with meter, meter box and setting equipment, along new watermain sections. Installation of water mains shall be via open-cut and trenchless methods as specified. This work includes trenchless installation of a small diameter watermain under a DOT roadway and stream. This work consists of installing approximately 4000 LF of new and replacement water main with 2 and 6-inch PVC and DIP.

Division 3 – Water Service Improvements and Meter Replacement: Replacement of existing non-copper water service lines from the water main to the edge of right-of-way and the relocation of water meters to the edge of the right-of-way. Selective replacement of water service from the meter location to the house or structure, which may also require modification of internal building plumbing, and; Furnishing and installing approximately 300 new water meters (3/4” residential and 2” commercial), complete with setting equipment and meter boxes. Meter replacement work includes providing all services necessary for meter reading data preservation and integration into the Town’s billing records.

Bids will be received for either three (3) Prime Contracts (Division I, Division II, and Division III), or one Prime Contract (Divisions I – III, Section IV of the Bid Form). Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Award will be made to the lowest responsible bidder(s) between the combined total of Section I (Division 1), Section II (Division 2), and Section III (Division 3), or Section IV

(Divisions 1 – 3) considering the best interest of the Owner.  Separate Bids for the four Sections shall be enclosed in a sealed envelope and addressed to Charles Vines, Town of Bakersville, Town Hall, 26 South Mitchell Avenue, Bakersville, NC 28705. Outside of eachenvelope must be plainly marked “Bid for Bakersville 2016 CDBG Water System Improvements,” and shall bear the name and address of the bidder and the bidder’s license number. Each envelope must also bear, onthe outside, the designated Division of the project for which the Bid is submitted. All bids must be made on blank forms provided and included in the bound document or as provided by Addendum prior to bid.

Each proposal shall be accompanied by a cash deposit or certified check, drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent of the proposal. In lieu thereof, the bidder may offer a bid bond of five percent of the bid prepared on the Bid Bond form contained within the Contract Documents or a Surety Company's Standard Bid Bond form, duly executed by the Bidder as principal and executed by a surety company licensed under the laws of North Carolina to execute such bonds and listed in the latest issue of U. S. Treasury Circular 570, conditioned that the surety will, upon demand, forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law.

This project is being funded in whole or in part by the Community Development Block Grant Program(CDBG). All federal CDBG requirements will apply to the contract: Bidders on this work will be required to comply with Section 109 and E.O. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety Standards Act. The Town of Bakersville is committed to and supportive of efforts to effectively maintain and/or increase the use of Small and Minority/Women-Owned Business and Historically Underutilized Businesses (HUB) contract participation for Construction Projects, services (including professional and consulting services) and commodities purchases, AND increase contract participation to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968 (24 C.F.R Part 135). No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 90 days.  The Town of Bakersville reserves the right to waive any informalities and/or technicalities or to reject any oral bids.

The Contractor shall comply with the Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (PL91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act (PL91-54), or latest revisions.  General Contractors are notified that "An Act to Regulate the Practices of General Contracting" ratified by the North Carolina General Assembly on March 10, 1925, and as subsequently amended will be observed in receiving bids and awarding General Contracts.
