Governor Roy Cooper ordered all U.S. and North Carolina flags at state facilities to half-staff beginning Saturday, November 25 until sunset Wednesday, November 29, 2023, in honor of former First Lady Rosalynn Carter who passed away on Sunday, November 19. An advocate for mental health and human rights, she was an honorary Chair of Jimmy Carter's Commission on Mental Health during his presidency from 1977-1981.
In 1982, she and her husband founded the Carter Center in Atlanta, Georgia where she continued her passion for humanitarian work.
Ceremonies celebrating the life of Rosalynn Carter will begin Monday, November 27. Funeral services will be held Wednesday, November 29, in Plains, Georgia.
